Gravel's health care plan

I was on another message board talking about the health care panel that ThinkProgress had this past weekend and some on there were talking about Gravel and his health care plan.  The people said they really liked him and liked listening to him but were confused about his proposal with the vouchers.  Can anybody here explain his health care plan to me so I can help others to understand it?  I would really appreciate it.  Thanks!
